New LG inverter AC not cooling properly

Recently installed a new LG 1.5 ton inverter AC. The thick copper pipe insulation is open/exposed and water is dripping from the copper pipe due to condensation. Also the room is not getting properly cold even after running for 1 hour at 18°C.

Is this normal or did the technician do improper insulation/vacuum during installation? Can exposed copper pipe affect cooling efficiency?
