I have enough resources to push one of either Sims, Gleaves, Mikawa, Ijūin, Cunningham, Vian, Madden, Fisher, Ciliax, Geisler, Kuznetzov, di Revel, or Iachino to 16/4.

Out of these options, who would you first push to 16/4? I can also continue to save and level one of my premium commanders, such as one of the Azur Lane or Arpeggio commanders, to 16/4.

Edit: Thanks for the replies. After looking through my favorite ships and builds I've realized that consumable based builds are among my favorites. So I'm going to continue to save my resources and invest them in Joaquim Marques Lisboa.
