Months has passed, I still can't make this game run at a certain fps without dropping around 5 fps with a stutter

i7 13700f, RTX 5070, DDR4 3200 (xmp) 32 GB ram, H610m v2 mobo (this is the weakest link of my system, it was a mistake). I play mouse and keyboard. Temps are fine, max 77 degrees VRM temp, cpu max around 70-75 degrees. I play at all settings low except for textures ultra, lightning high, my gpu frames is above 200. Running the game through EA app (all overlays disabled, no background applications are open).

I've tried everything I think, disabling core parking, gsync off/on, reflex on and off, c states disabled, speedstep eist disabled/enabled tested, power limits PL1 120W PL2 170W, undervolt (-0,075 dvid offset), and I've tested without undervolt too, it's the same though it heats up my VRM a lot without undervolt, ultimate power plan, prefer maximum performance on NVCP, tried setting FPS cap in NVCP too, didn't work well still and now I'm using in-game limiter...

Just whatever FPS I set, it just drops below it like 5 fps and leads to a weird micro-stutter. I can't play with vsync because I feel the input lag a lot. My setup is: Gsync + fps cap + reflex on boost. I've tried without HAGS and off HAGS too, game mode on/off tested, disabled windowed optimizations too. Tried 500hz polling rate, no difference and made my aim a lot worse, now at 1000 as usual. It just feels impossible to run it without those micro-stutters. Only this game has it.

My CPU ms max goes like maybe 6 ms on average it's like 4-5 ms. So that should be like 150-160 fps, I set 140, it drops to 135 and micro stutters from time to time. I set 135 it drops to 130 and stutters, I set 120 and it drops to 115 and stutters etc... It's not a fixed set of 5 fps due to reflex auto cap (though I have no vsync anyways), it drops and comes back up. It feels like random, not like that all the time but enough to be annoying.

I've also tried playing with a higher cap like 170 but then it fluctuates a lot and kind of puts my aim off again and still leads to the same stutter anyways.

At this point, I think I give up and think that it may be more on the game, rather than my PC itself.
