Is it common to assess UW risk after quoting? Allstate

I recently switched my home, auto, and umbrella to Allstate. Got the quote, signed up, made full payment. Now, 2 weeks later, they are coming back and saying I have to cut down a tree that is too close to the house. Not only do I have the expense of cutting down the tree, which completely blows any savings from switching, but I have to cut down a 60 year-old healthy tree.

The tree and its location relative to the house is easily seen from any street-view picture. They obviously didn't do any due diligence in advance.

This feels like a bait and switch, but since I was with my previous company for over 30 years, I don't know if this is common.
