JAPANESE SPECS CAMRY 2009

I am currently looking for a cheap, reliable, and fuel efficient car.
My current budget is 14k
I was looking at some old toyota camry
But what caught my eyes was the toyota camry 2.4g, it has much better features than the gcc specs.
It is mostly sold by dealers at facebook marketplace
Most of them only share the VCC and not the export certificate.
These are fresh imports, low mileage, great interior condition.
And to note, most I think are probably Taiwanese specs as japanese specs are mostly RHS.(i could be wrong)
Price is also around 11k-16k
My questions are:
How reliable is it, considering the low mileage?
Would it be a good purchase if PPI comes clean?
Is it safe to deal with dealers or would I get scammed?
Also note that these cars are not registered. The dealers just say "passing guaranteed"
