How much better is an MRI arthrogram compared to a regular MRI?

From what I understand, an MRI arthrogram helps with highlighting ligaments, tendons and fibrocartilage because the contrast outlines small tears. But I've also heard that MRI technology has come far enough that the difference isn't very big.

Could an MRI arthrogram actually reveal things that a normal MRI missed?

Could it also more accurately estimate the severity of a tear?
