Why did the Aes Sedai send away all the Ter’angreal and stuff? What possible utility would that have?

The closest I can think is they thought they were too dangerous to people to leave lying around, but too dangerous to sort through currently. So they gathered them, and sent them away. They also could not destroy them safely in all likelihood.

But even that seems not great. Why not send Sisters with the Aiel? And why send away Angreal while doing it? I get the Breaking was really bad. However one wonders why someone with an Angreal couldn’t do a great deal of good.
