Was wondering what this clear tube is and why it’s cut off? Is it supposed to be? Any advice is helpful. Thanks!

This oil line comes of the cap on the top and ends where it was cut off. Is it supposed to be like this or should it be hooked up to something? Any help would be great!

Found green liquid in the bottom of my jet ski hull and was wondering if it was leaking coolant? It’s been sitting for a while so I’m thinking it was accumulating. Any ideas on where the leak might be or if this is very serious?
