Based on the excellent advice of u/Miiluvsss I sent an email submission about dispute fees. I received an auto-response with an attached spreadsheet requesting a lot of information. At the bottom is this (see screenshot) - am I misreading this? It seems to read to me that if UPS decides that your dispute is wrong, they will charge an additional $95-120 to correct it?? And it also looks like, based on what the spreadsheet is requesting, that they will not address the disputed amounts until you've already paid and received the item since the spreadsheet requires the entry code and classification.
For more context, I was charged an extremely high amount for importing a single pen and tried to call UPS to tell them I would self-import. The "support" person on the phone said it was against company policy to provide me with the port of entry. I would have no chance to self import, though I legally can, and instead they will deliver anyway AND add on a fee that I have no chance to dispute. I seriously do not comprehend how any of this is legal.
