The way I understand eBay Buyer protection is that if the person doesn't ship the item to me in 30 days then I am entitled to a refund or smth. I'm not sure how that logistically works

This seller priced a BGS 9 Eevee promo at $99 even though its market value is closer to 40-50 dollars. Honestly, I am stupid for not realizing it is not the Pokemon Center stamped (literally the only I needed to check lol). I was tired that night and I guess I didn't properly check (it was an impulse buy)

the points is: I bought an item that wasn't the item that I thought it was and am frustrated because the price point the seller put it at.

The item description was accurate but the pricing was deceptive and was put as if it was the Pokemon Center stamped promo. (he has a no refund policy)

I messaged the seller for a refund and he was just being a rude and difficult.

I asked for a cancellation but he said that he shipped it already, but after a week I still haven't gotten the eevee card

I opened a refund request saying that I never got the card and he (again) was being difficult and rude. In response to my request he told me "No refunds."

I'm really frustrated and honestly feel kinda dumb. eBay says that I can't do anything further until May 8th.

Can somebody give me advice on how I should proceed?
