The front page post about the person giving away 20 copies is fake and appears to be an attempt to farm karma or rewards on a new account.

There are currently no keys available for this game, meaning they would have to manually add all 20 people to their friends list in order to gift copies. Steam would restrict their gift privileges long before they could complete all 20 gifts in the same week.

This is very common around major game launches, where people use fake giveaways to farm karma on new Reddit accounts to be used for other purposes later on.
