Am I the only one who can't throw out Allen Keys from furniture builds? Is there a fun way of making use of them?

This is the downpipe connecting our roof gutter to the stormwater drain. It was already like this when we bought the place.

Any idea why it would be left open, and what the correct way to close it is?
