How would I do this? Extrude/loft around the outside of a hollow shape.

I'm trying to recreate a small scoop I had originally created a long time ago (in Tinkercad). To make the handle I want to extrude or loft the bottom rectangle up so that it ideally meets the top edge of the bowl on the left, and the top edge of the ring on the right, but without extending into the inside of the bowl. I've tinkered around with trying to fudge it so it's more or less long enough at the bottom but short enough at the top, and also tried sketching onto the side of the ring and the bowl to loft from one to the other, but both approaches are messy and fiddly, and I feel like there must be a better way.

I'm sure there are many ways to do this, and I suspect there are cleaner ways to do it than what I've tried so far. How would you approach this?
