I recently found this card in my collection and was wondering if it’s a Miscut or just really off-centre. The conditions pretty bad but I’m just curious as it would be cool to own a miscut card.

I had a closer look at my Chinese Sylveon card and noticed two faint horizontal lines going across it (under the name). I’m pretty new to this misprint stuff and I’m wondering what it is?

Any help would be appreciated.
