I'm trying to get this effect in CSP where the screen tones in the bubble/sfx, as seen in the first two examples, seem to like cause a little overlay effect or whatever and sits on top of everything, even the blacks/inks underneath. But when I try it, see my example(sorry for the bad example) the inks/blacks just sit on top of it. I tried setting it to overlay or multiply or rearranging the layer orders, but that did nothing.
