hi! is it just me or is shipping on depop oddly weird rn? like why is it free for everything in my cart or just heavily discounted?

also, im having issues because this seller sent me the wrong item and i returned it to her but usps is saying it cant be delivered and is asking me to input a redeliver address. what do i do?
