Here it is, the cookie cutter build. I switched out raichu for Jolteon and absolutely crushed the Elite 4 and blue. Or as I call him, Chode.

Jolteon-lvl 56, thunder, thunderbolt, bite, double kick.
Dragonite-lvl 57, ice beam, thunderbolt, dragon claw, surf.
Charizard- lvl 57, flamethrower, fly, slash, rockslide.
Lapras- lvl 57, ice beam, body slam, surf, psychic.
Nidoking- lvl 56, ice beam, thunderbolt, Earthquake, cut.
