Do they get an offer at a later time? No?

Hi, I cleared the consultant round and even had HR round on March mid. I still haven’t gotten the OL.
HR ain’t responding to emails either.
Will I get any offer from them or better to move on?
PHT was also submitted during that time. Portal shows review in progress.
I have not received rejection email either.
