not applying to schools outside of westcoast to cap my downside , correct move ?

My goal is to work in tech(as my education and work experience till now has been in tech as a solutions architect/software engineer) , not finance, consulting(maybe tech consulting).

international student, i have been suggested by my advisor, friends, family(working in tech at faang+,vc etc) to cap my downside and only apply to colleges in california/setac/west coast as outstate recruiting in tech for mba's is sorta dead. been told to "cap my downside" and increase my chances of getting hired.

only plan to apply to the following
UC Berkley - Haas
UW - Foster School(referrals amazon and having worked at msft getting rehired should not be difficult)
UCSC - Rady
UC Irvine
UC Davis
UCLA
UCSC

i plan to apply to cornell and texas mccombs too but little skeptical.

even building a basic dashboard web app is slow af and hits rate limits. in december i built a compelete start to end android app for accessibility that used ai image processing, multi level ui's and a lot more, i built some complex tflite offline ai model integrations too for olderphones required a lot of prompts and not a single rate limit error or things being slow.

ai studio feels non functional now, 6 small prompts and i get a rate exceeded for preview error. wtf is this shit.
