So my dog was found and picked up by a . I am the owner, I got her for my birthday a few years back! but my mother apparently is the phone number on her microchip. My mother then told the animal officer to give it to the guy in his family. I called the officer who gave her away, she said that it is now a civil matter what do I do? Please help
