Let אאאא be some unspecified adjective. Is there a rule about when you say יותר אאאא vs. when you say אאאא יותר or are they both fully acceptable for all adjectives?

That combination of three letters, שכן, could have a number of possible meanings:

“neighbor”: שכן, “shachen”
“he resided”: שכן, “shachan”
“as”, “because”: שכן, [I don’t know]
various others

My question is how you pronounce שכן when it’s #3, the conjunction.
