(Former employer) How to deal with the lead of my department ignoring my requests to sign off my time?

They're not a qualified accountant and before leaving we agreed to sort out the PER objectives if needed. I didn't need those so I didn't reach out to them, however I've been sending the invitation for 3 months now (since February), texts to my former manager and started an email chain as well as I know it'll be easier to prove. My manager said she will need to verify with the lead of the dept. as we "agreed" to do this by the end of February, but the discussion revolved around the objectives, not the time sign off.

What can I do in this case? Safe to say the lead acted like a micromanaging child towards a lot of the people, so this isn't a one off just towards me.

Naturally it's doctrine dependent, I get that, but I'm trying to understand what to do beyond the early game, as later into the game, I don't know when to research, when to build and when to upgrade.

I like investing into my industries early on, which means at some point I will be low on resources.

I'm playing my 2nd game in a long time (I'm still quite new, maybe 10 games played from start to finish/defeat), as allies, and I'm just building AC, bombers and arty, but I'm struggling to grasp when to invest in more offensive troops, i.e. mech inf, tanks, etc.

Then comes the faction bonus/costs - I'm told light tanks and medium tanks are usually obsolete for allies, so should I avoid them completely?
