Anyone else having disney plus payment error issues?

I keep getting this error: "There was an error processing your payment. Please check your billing info, including CVV or card pin. If the problem persists, check your card balance or contact your bank for more details. Or, try another payment method."

I tried

1. using a different amex plat card ( personal vs charles scwab)

2. creating a new account

3. creating a new hulu account

4. Tried different networks, browsers, devices, locations (had my family from another state try to enter payment information for me)

I contacted disney and amex multiple times, and both said it is not a problem on their end.
