Trying to do a physics experiment but I can't connect to the server I need to to be able to connect my laptop audio so it plays from my phone. What can I do?

I'm using a Samsung galaxy S10 and my laptop is a hp, I forgot which make.

The notification after I try to connect my I.p. adress is saying "the connection is temporarily down or something is blocking it" I have no VPNs or anything installed.
