Recently switched firms and new accountant is an EA. Old accountant was a CPA. Which is better and is EA as good as a CPA?

Received a letter yesterday that stated we owe 9k for a missed estimated payment in 2025…..except I have both the email confirmation and the confirmation number stating that we paid the estimated tax. How often does the IRS make mistakes like this? Thanks!
