There's a few NPCs in Winterhold that are just called "suspicious stranger" and they can't be interacted with at all nor do they have any unique dialogue upon clicking them. Does anyone know what mod this could be from? Or if it's some base game thing I've just somehow never come across. I do have the College of Winterhold quest expansion downloaded but haven't started anything involving the college beyond joining it, but that's the only thing I can think of that would have added any NPCs like that to Winterhold.
