Fixing peeling paint
Hello all,
The previous owner slapped landlord special paint over my entire house. It bonded well to the plaster walls, but did not adhere to any of the wood (trim and wainscotting).

I have finally started my mission to peel off all of this paint, prime, and do new paint. Does this sound like a good plan or am I missing something? I don't want to find that the new primer/paint is not bonding to the wood either...
Can anyone tell me exactly what happened? Underlying paint is very glossy/smooth. Could it perhaps be oil based and the new layer is latex that was just slapped on without proper prep?
Thanks for any advice :)
