Low Voltage Short

Hi all, I have a low voltage issue with my system.

System has: thermostat, indoor air handler, outdoor condenser. 3A fuse on air handler was blown. Replaced it, and it blew immediately.

Then I disconnected the Y wire from the board on the outdoor condenser, replaced the air handler fuse again, and this time it didn’t blow the fuse and the fan worked.

Then I disconnected one of the 24V wires on the contactor on the outdoor unit and reconnected the Y wire. When I turned everything on, it blew the 3A fuse on the air handler again.

I replaced the fuse again, then disconnected the RV wire on the outdoor board. I reconnected the 24V wire to the contactor. I kept the Y wire connected. Turned the system on and another blown fuse.

I am not sure what to try now. Any advice is appreciated.
