Who are the people managing the official MJ accounts? Can’t they just give us an official digitally restored version of his live performances for Human Nature?

Did they really brainstorm this? Will they face legal actions and tons of work if they can just restore original files? They can just simply hire a team or even a person to do that. Why does it seem so hard for them, help me understand.
