Had to let go of an employee recently a few hours later he kept sending me offensive texts through a group chat with other employees so I blocked him.

I work for a municipality and part of the job is reviewing certain requests that come through an app available to residents where they can report problems. He has been using the app to continue to send offensive requests reporting them as issues he knows will come to me.

I reported both instances to HR and receive no answer from them just the IT rep who said he would look into to it. What are my options to get this guy to move on with his life
