NEED HELP transferring data

hello! i’ve been playing Sims2 on my old laptop for years. Before that I played it on my home computer, so my save file goes all the way back to high school (15 or so years). all the games were installed from the discs.
I just got a gaming laptop and bought the Sims2 Legacy collection. I moved over all my data to an external hard drive and have been trying to move the data to the Sims2 legacy collection.
I install the game, start it up, load all of the neighborhoods and add the add-ons (downtown, universities, etc.) as are in my long running game.
Then I’ve been trying to put the old saved data into the new one.
I’ve tried multiple different ways.
Copy and pasting the entire documents>ea games>sims 2 double deluxe folder from my old laptop into the new EA games folder and then deleting the sims 2 legacy and renaming the old one to “the sims2 legacy”.
going into the Sims2 legacy folder and only replacing certain folders.
replacing all fodlers.
copy and pasting the files.
I’ve disabled OneDrive. This documents folder is for double deluxe and not store edition.
I feel like I’m doing everything right except when I start the game, none of the neighborhoods appear except for desiderata valley.
Can anyone tell me what I may be doing wrong?
Is there something I need to do in Program Files?

UPDATE: i was able to retrieve some of my old data, but not all.
in the neighborhoods folder, i went into E001 (belladonna) and only replaced the four folders within (characters, lots, storytelling, thumbnails). i did not replace the loose files, that was what was deleting the neighborhood entirely.
when i booted it up and went into belladonna, some of my progress was there, but a lot of it was missing. i don’t know what to do about this.
