Was David Lynch's Blue Velvet Originally meant to be a Spider-Man Movie?

As we all know, Marvel was shopping around for Spider-Man movies in the 80s. Could it be possible they approached David Lynch, and then rejected him after the failure of Dune? Could it be he reworked the script into the now famous Blue Velvet? I think so.
