How do I report spoofers?

There's been some spoofers in my area recently and because of him I already lost 500 territories. I know he's a spoofer because he "magically" or "casually" goes to another city, to a golf camp, on a route all across the city and into the sea with a boat in 15 FUCKING MINUTES

I don't know how to report them
