Hi everyone, I’m in a bit of a fix with the MoEST NOC portal and hoping someone here has navigated this.

I’m a Pokhara University graduate and I’ve been accepted into UCLL University of Applied Sciences in Belgium for an Advanced Bachelor in Business Management (Design Thinking track). It’s a 1-year (60 ECTS) program.

The problem is the NOC portal keeps rejecting my subject request.

  • Attempt 1: Rejected with remark "one year bachelor not accept" (they think it’s a regular +2 to Bachelor pathway).
  • Attempt 2: Tried "Post Graduate Diploma" level. Rejected with remark "level not clear".

The Belgian "Advanced Bachelor" (Banaba) is technically a Level 6 specialization that requires a previous degree for entry. It’s a post-initial specialization, not a shortcut degree.

  • Has anyone successfully gotten an NOC for a 1-year "Advanced Bachelor" or "Top-up" degree recently?
  • If I visit the Sanothimi office in person with my original PU transcripts and the UCLL offer letter, do they actually do manual overrides for these "subject request" rejections?
  • Which window/officer should I look for to explain that this is a specialization for graduates?
