Support beams not attached to joists

I was in my crawl space and l noticed all of the support bridging between these joists are not attached whatsoever.

Should l secure these? Any idea why this would be like this? There are no holes in the wood which means they were never secured to begin with.

My tap started acting weird and now I think I misunderstood valves completely

A few days ago, our water tap started acting strangely, sometimes the flow would be too strong, other times it would barely come out. I assumed it was just one of those issues, but when someone came to check it, they kept focusing on the valve like it was the obvious problem.

That confused me a bit.

I always thought valves were just basic on and off controls, but the way they talked about it made it seem like there’s more to it, like controlling pressure, direction, maybe even flow consistency?

Later, I overheard them discussing replacement options and how they check different sources online first, even places like Alibaba or Amazon, just to compare types and specifications. That made me realize there are probably many different kinds of valves, not just the simple ones I’m used to seeing.

So I wanted to ask, what actually makes one valve different from another? Is it about size, material, or how it controls flow?

Also, when something like inconsistent water pressure happens, how do you know for sure it’s the valve and not something else in the system.

Please, I’m just trying to understand what I saw instead of guessing, And thanks a lot to anyone who takes the time to explain, I really appreciate it.
