For the sake of a debate Obito won't get the 10 Tails.
My own thoughts is that Sasori, Kisame, Kakuzu, and Hidan should be stronger then anyone on the Rias's level but weaker then Issei at his peak and anyone that is comparable.
Pain, Itachi, and Konan should be stronger then anyone not an Issei at his peak and anyone that scales to him.
Obito depending on where you scale is somewhat weaker then the top tiers or way stronger then anyone in DXD.
Orochimaru should be way stronger then anyone in DXD which is the benefit of being a Boruto era character.
Zetsu is just kinda here.
As for speed everyone barring Zetsu should be way faster then anyone in DXD.
I always hear "Black clover has been FTL since Nean Village, they've gotten exponentially faster since then." And this sub basically responds to every VS matchup with "Black Clover character speed blitzes." Yada yada... Yet demon pill amped Yami is barely able to dodge light speed attacks with his black moon that hard counters light magic? Explain yourselves.
And, no, before any of you come in here saying "he fought Patry who was a light magic user so hes FTL." Basic light magic =/= light speed. There's levels to magic. Normal magic is not the thing it says it is. What I mean by that is, water magic is not water, lightning magic is not lightning, and light magic is not light. When they go to heart kingdom to learn rune arrays so they can use "true" magic is when you could argue that light magic would become light speed, because they're using ACTUAL light. Look at Luck. Fast lil guy long before heart kingdom, but when he goes to heart kingdom and learns to use true lightning his speed gets a HUGE boost. He went straight through somebody with speed alone and mimicked a lightning bolt strike, and that was after coating his body in true lightning and using like 5 different rune arrays to amp his speed.
Morgen here is amped by a purified supreme devil host, and one of the strongest ones in the underworld at that, which is MUCH more of a boost than rune arrays and true magic, and he's just now stated as light speed here at the very end of the series.

Okay. So, one comment I received a while back was talking about the devils of Black Clover, being able to hold their own against some of Bleach's characters. And I can agree to some extent - as it would be a very weird battle exactly.
