Looking for cartoon background painter 2D (Retro style)

Hello there,

I am working on a cartoon comedy shorts show, and am in a need of a background artist. Would need to be done by someone who is able to do it by hand in the similar fashion of old rubber hose style cartoon backgrounds had.
