I’m sorry to ask such a silly question but what episode was it that Picard and Riker got into an argument on the bridge where Data had to intervene? Thank you for the help.

I have always been curious as to the flashing lights on the ship. Are those the sensors sending out signals? I am sorry if I have an obvious question but it’s always puzzled me. Thanks for the feedback.
