New Build - Need advice for a full PC + monitor setup around €1300–€2000 total (LoL at 240+ FPS, but also a lot of work/browsing)

New build or upgrade?
New build. It would be my first time building a computer, and it seems cheaper this way ?

Existing parts/monitors to reuse?
My current PC is from around 2016, when the GTX 1070 was released haha, so it is getting old now. I may keep nothing if a full new setup makes more sense.

PC purpose?
Mainly gaming, especially League of Legends with ideally stable 240+ FPS. I would also like to play some more demanding games from time to time, but LoL is clearly the priority.
I will also use the monitor a lot for office work/studying, watching videos, working from home, and preparing for an exam/competitive test.

Purchase country? Near Micro Center?
France. No Micro Center.

Monitors needed?
Yes, 1 monitor. I want something good for both competitive gaming and long work sessions.

Budget range?
Around €1300 to €2000 total depending on interesting deals/opportunities. I would like to keep the setup for many years without problems.

WiFi or wired connection?
Mainly wired, but WiFi would be a plus.

Size/noise constraints?
No special size constraints. I would prefer something reasonably quiet.

Color/lighting preferences?
No strong preference. I do not really care about RGB.

Any other specific needs?
My main goal is LoL at stable 240+ FPS if possible, while still having a monitor that is comfortable for a lot of productivity use.

I do not really know which websites or communities are the best to ask for this kind of advice, but this one looked big and friendly, so I thought I would ask here.

My current PC is getting old now, and I would like to buy something durable that I can keep for years. My main priority is League of Legends, but I also care a lot about monitor comfort because I will use it heavily for work and studying at home.
