Meron bang PAO lawyer na expert sa Labor Law?

I have an ongoing case at NLRC against my employer. So, I consulted sa PAO NLRC. While waiting for my turn, Ginoogle ko yung question ko then it gave me a specific answer with a reference pa sa Supreme Court website. Nung turn ko na, I asked the same question sa PAO but I was shocked sa sagot nya and it contradicts sa sinasabi online and nag ask pa yung lawyer sa katabi nyang lawyer and unsure pa yung lawyer sa sagot nya. Gusto ko sana ipamukha yung sa PAO lawyer yung na-Google ko baka ma-offend lang. Mukhang di updated yung PAO na kahit simple Google masasagot agad.

30-day notice to the employee and DOLE prior to floating implementation

Please enlighten me on this. Is the 30-day notice to the employee and DOLE prior to floating implementation mandatory as part due process or procedural process of an employee? I got vague and unclear answer to this question when I asked pao about this. I have read that the Supreme Court has already upheld this 30-day notice prior to floating implementation, however, pao is telling me otherwise. According to them, a 30-day notice is not needed. For the lawyers here specializing in labor laws, what's your take on this?
