I've explored options like UltraMobile but their cheap $3 PayGo solution needs me to first get a physical card and then turn it into eSim. Also their support tells me that it may not work because it needs roaming charges to be added to it too. Same applies with their cheaper monthly plans.

VOIP solutions (Hushed / TextVerified) are apparently unreliable and blocked by banks in particular.

Google Fi apparently works but they want $20 a month.

Any proven working solutions for this scenario would be welcomed!
