Do You Think It's A Legitimate Strategy To Bench Your Starters In Dynasty FF If There Isn't A Rule Against It?

Assume it's a somewhat competitive dynasty league, with some people checking their teams every day and throughout the day, and others checking just once a week. Annual dues are only like $150, but there aren't rules against tanking, no rules requiring you to start a complete lineup, the website allows you to start injured players (but not a vacancy), and the league members have never talked about any of these issues before. Yet, the commissioners have apparently discussed between themselves the tiebreaker for the rookie draft, and considered changing it from the current standard, which is total points scored by the team, to a Max PF standard. The commissioners have chosen not to make that change just yet. Some teams have tanked before and no punishment was issued, but maybe the conduct was never reported to the commissioners.
