Are we failing blue collar college students?

The highschool/a-level/college to university pipeline industrial complex needs the spigot of student financed youths to keep the uk education product and university cities afloat.

But why don't we offer blue collar graduates from college start up loans on the same terms as student finance so they can't have a good go at starting their own solo enterprise without the risk of life crippling debt if it doesn't work out?

If you learn a trade you can go to an apprenticeship or seek employment, some might have bank of mum and dad and be able to go it alone from the jump, but most bomads will be students and follow that path.

Are we failing the youths not giving them a safe opportunity to fail?
