What’s the most amount of foreign tourists you’ve needed to win?
Fairly sure this is a record for me. Eleanor was generating >1,000 culture by like turn 150 so this was a struggle. She and Caesar had both launched the exoplanet expedition so i was convinced i was going to run out of time.
I’m working through each leader a-z on deity and I’m finding that I’m struggling to win culturally without building biosphere.
