I don't get it it's explained clearly ninjas are able to change chakra into elements and High level ninjas are able to use pre-existing elements, people use Tobirama's feat by ANBU in part one but it's kinda wrong Tobirama's feat was noticeable because he was using water from air instead of making his own water.
