I recently put together a guide to cherry blossom spots in Tokyo on tokyo.how:

It includes famous places like Meguro River, Ueno Park, and Shinjuku Gyoen, but also quieter options like the Osaki side of Meguro River. Different spots feel better for different things — photos, walking, hanami, or avoiding crowds.
