Prussia, black and white 3 silbergrsochen. Need help IDing.
Stampworld does not mention any 3sgr in this color, and I cannot find any info on this particular stamp other than 2 ebay listings. Appears to be engraved, with wreath-like watermark (it's pretty hard to see).
