How do I apply this sort of Bitmoji effect?

Been figuring out how to add this to pre-recorded videos for a while now and haven't figure out the exact workflow. Clips app doesn't work, capcut ones are not as responsive, bitmoji doesn't work either. Please let me know if you guys have any experience with this!
