Legality of a Democratic sweep in 2028 implementing universal health care (Medicare for All?) and then possibly the whole country could have it by 2030?

Could the Democrats legally implement "Medicare for All" if they win the Senate,House of Representatives, and Presidency in 2028?  For ex all they would need is just a majority of the House and Senate and then Presidency would not veto what they pass?

Did application for Medicaid in VA weeks ago, but, it still says "Submitted" on the webpage, even after I went to the office and they gave me a letter that says it went through, isn't the word "Submitted" on the webpage supposed to change to "Approved" or something?

People that are homeless but don't look like it and a stupid McDonalds put up a "30 min or else loitering" sign when it might take somebody 1 hour to eat, is this common, and how messed up is this? And I mean like 75 year old vets that sleep in a Penske truck, but, totally look normal?
