Seems I cannot get a single job, not sure if the market is truly that saturated, anyone here in SoCal that has gotten some jobs?

I'm starting a small MSP (basically an IT consulting business) in SoCal and it has been very difficult to find comparable small businesses that I can serve. How can I find leads?, any recommendations? Seems to me that I just can't seem to land a client, looking for ideas/recommendations.

New to the game here, trying to see how you can start getting assigned contracts. Some of the jobs are ridiculously low, not sure if this is the norm. I'm in SoCal if it helps.
